[BUG] lots of make pre-build proecess running

What happened:

when I run make -d build , threre are lots of make pre-build proecess running.

How to reproduce it (as minimally and precisely as possible):

Anything else we need to know?:

[BUG] caimake.sh should not be replaced for each build if is no diff

Is this a BUG REPORT or FEATURE REQUEST?:

/kind bug

What happened:
the caimake.sh is replaced each time when I compile it no matter whether it has updated.
This results in that the modify time of caimake.sh is changed and bindata.go will be changed too.
the git tree is polluted and the caimake's version will always be -dirty

What you expected to happen:
checks diff of the generated caimake.sh

How to reproduce it (as minimally and precisely as possible):
