Update composer.json to stick to squizlabs/php_codesniffer 1.x about cakephp-codesniffer

I would suggest changing it to ~1.4 which is equivalent to >=1.4,<2.0.

I was thinking 1.* when wrote 1.4.* but you're right, definitely better.

For our new 2.0 branch we should try to update to use squizlabs/php_codesniffer's 2.0 if possible.
