More elegant wait for cert

is a more elegant way to delay for the appropriate amount of time waiting for the cert to be installed.
16.04 Unsupported distribution
The 16.04 installation checks for the existence of /etc/network/interfaces; creating an empty file here allows dpkg -i to complete.
