On psutil documentation, it says this is normal. So I ran the method twice rather than once. It works on windows, but not on linux so i'm not sure why its showing 0.0%. I'll try something out to fix it, it might either need to be longer or shorter timing. Currently its set to 2 seconds.

Or we could do psutil.cpu_percent(interval=1). This is a blocking call so we might need to do run_in_executor

Since the bot will send out a HTTP request, it will sometimes receive a HTTP document rather than just the IP (ISP sometimes modify the document). https://ipinfo.io/ip should only just contain the IP, nothing else. So add a check to make sure its under 20 characters to make sure its a IP.
