Fix language select modal visual issue on initial page load

Issue breakdown

Prolonged HTML load times, driven by image loading, lead to delayed JavaScript loading. This delay creates an undesired visual effect, particularly affecting the language select modal during the initial page load, thereby impacting the intended user experience.

Proposed resolution

Reverse the current JavaScript handling of the language select modal in the javascript to counteract the visual impact caused by delayed loading.

Translation to EN and FR.

The webpage needs to be completely translated to English and French.
