Either using a database or a simple json file

Each db entry should store the artist and title as well as a bool to indicate whether it has previously won voting so that we aren't shown albums we've already all listened to with the club.

• Need a way of triggering a vote. Either on an automatic schedule or manually by a slash command. Maybe a slash command is easier for now.
• Need a way of counting votes. Probably the bot will post a message with options and users will vote using reactions.
• Need a way of closing voting and announcing the result. Maybe another slash command to trigger this. Maybe automatically after a certain amount of time? Maybe after all have voted?
