render_fields needs a way to specify formatting for field values

render_fields needs a way to specify formatting on specific fields, i.e.:

numeric fields (# of decimal places, precentage, currency)
date fields

We've done this in other places using the data-format attribute, but we'll to develop a fairly simple standard for those values and a way to extend the available formatting options.
