Maybe this can be a seperate function, but it basically just makes sure there are no bits of data that we were not expecting.

Need to set the _reverse array as a compile time constant so that base64_init is not needed.

The source parameter should be a const, because it is not to be changed. Only the output should be altered.

These generally have a little extra meta data at the start of the text, to indicate mime-type, etc. It is very easy to filter out, but might happen often enough to merit a specific function.

The stream generally starts like:
data:image/png;base64,iVBORw0KGgoAAAANSUhEUgAAAo0AAAGu...

Its easy to skip to the ',', but might also be useful to get the mime-type out (eg, 'image/png'), and verify that it says base64, as it could be encoded in some other way...

I didn't include it with the original version so far, because I dont currently have a need to encode to base64. Will include it later when I have some time.

Need to write some manpages so that developers can use the functions without having to lookup source.
