What happens if there is not enough diversity of nominated TOC members about community

TOC member nominations require meeting nomination criteria
TOC or board can change the rules if needed

The question is, what happens when the community apparently doesn't want the diversity, i.e. nominations are not divers?

I really hope that we'll not get there. Wouldn't that mean there are no four companies having enough interest in the CF community to make sure they come up with a nomination?
Given IBM, SUSE, SAP and VMWare have an interest in CFs success as a project and community, I would expect we already meet the company diversity criterion.

Proposed framing:

The TOC will have five seats, with a maximum of 2 seats being held by employees from the same organization (inclusive of affiliated company status). ... Something about an exception where there are not enough candidates to fulfill the employer diversity.

Consider: remove TOC resignation requirement based on employer change, based on the logic that annual election cycles support healing of diversity issues.
