better alignment of banner

i used a lot of media queries to fudge it, but it really should be vertically aligned.

weird on safari

reframe to include whole BSC community

it's not just Cloyne who needs help, the whole BSC is in danger. we want to invite help from the larger BSC community, not discourage it by "fighting" them and having alternative proposals against them.

enhance banner text

My only, superficial feedback is that I think the "Cloyne needs your help!" could look a bit better. I think the fact that the heights of the boxes are different between "cloyne" and "needs your help" makes it look slightly off. Generally I think black boxes behind text going over an image is used when the image is being auto-generated and you don't know where the ideal place/color for the text would be. Since you know what image you're using, I think you could find a color/placement that would read well. I think it would also look better with a sans-serif font, like Arial or something.
