1789-03-04 to 1789-09-29 should be counted as additional unavailability

To summarize:

  • The new federal government began operation on March 4th

  • Congress did not attain quorum until April 6th and conducted no business in the interim

  • On April 6th, quorum was satisfied and Congress was able to address its first ever order of business

It is arguable that the time between March 4th and April 6th should be considered downtime.

In addition, the first federal budget was not passed until September 29th of that year. See the following linked document (hard to read because it is written in copperplate, but the source is considered authoritative)

It is further arguable that any period in which the federal government is in (limited) operation without a budget and not disbursing funds should be considered for downtime

data.json doesn't comply with Amendment XX

Currently the data point "trump" had an end date set to 'null'. To comply with the 20th Amendment to the US Constitution, this date should be changed to: "2021-01-20T12:00:00-05:00"

Missing the second shutdown of 2018

Feb 8 11:00PM EST - Feb 9 9:00AM EST.

No workers were furloughed, but it was still a shutdown technically since the government was unfunded during that period.
