Measure of Success - Adoption Indicators

We are not set in terms of measuring success and anticipate that this will be dependent on the finished product. In general, number of active users, access to the library and publications of stories on the blog (related to the library or not) will likely be basic indicators.

Multilingual Support

Multilingual support and translation is essential to the project as a whole, as are all accessibility requirements. Ideally, Spanish translation would be supported at launch, and translation options should be built into the product. This does not extend to metadata labels as the standard is tied to specific English language words, although it does apply to metadata field values.

Budget Format and Decision Making

  • The SCDC team is open to all budget formats, including overall project fee. Funding for this project is already secure and not subject to external contingencies.
  • Submissions should outline if possible the cost and time needed for specific options, and highlight any possible trade-offs that could be made to accommodate time and budget constraints.
  • We do not have a strict scoring system: the requirements outlined in RFP will guide our decision, we are ultimately looking for the best fit in terms of mission, approach and capabilities.

CMS options

We have no specific preference for a particular CMS, our main objective is to create an easily updateable blog platform, where content (text and visualization) can be added by non-technical staff as simply as possible.

Data Visualization and Graphics

The software design should be able to support d3 visualizations, making them easy to embed, but does not require more extensive use of graphics and visualizations. This will be more specifically important for blog posts, ideally visualizations could be added using something similar to Mike Bostock's blockbuilder tool. (http://blockbuilder.org)

Platform Choices for Public Library and Blog

Distinct platforms can be used for the Public Library of Data and the Blog component of the website, although we expect to be able to create a one-to-one or one-to-many relationship between blog posts and individual datasets.
Ie: From a dataset view a user should be able to view blog posts highlighting visualizations of that particular datasets.

Blog Content

  • Content for the blog will be controlled by the SCDC team initially, with the possibility of adding content creators from the user community later on as the site grows and develops. Preference for submission form, support for admin approval/rejection features is not a requirement of the MVP.

User Participation

  • We expect support for user logins. At launch we'll be operating a closed beta for invited users only, we expect to expand this as the site grows, and explore support for anonymous users in Phase II.
  • User participation and conversations are expected to be relatively light touch in Phase 1 of the project, allowing for discussions and flagging up issues for the admin team, but not creating a fully fledged forum (this is expected for phase 2).

Open Source Solutions

We have no explicit preference for open source solutions, and are open to suggestions in the proposal.
