Ok, I got it:
I had
set TERM=msys
to get highlighting for git even in cmd.exe.
When I
set TERM=dumb
it works as expected.

I think this is fixed in my branch [changes just haven't been pushed here to Luis' branch yet]

I think this is fixed. Would it be possible to bump the version in trunk to "the next release's version" to make it easier to know that your installed version [if you install from github master] is a newer version than the previous release?
Thanks.

Roger: version in master will not be bumped prior a release.
This avoids packing a new release by mistake.

I get the same error when using bundler from a cmd.exe command line:
bundle console
C:/Ruby/lib/ruby/site_ruby/1.9.1/rbreadline.rb:1796:in ``': No such file or directory - infocmp -C (Errno::ENOENT)
Can I overwrite the files bundled with RubyInstaller or do I have to wait until new version of RubyInstaller is released?
Thanks
Martin
