Break up SOFTWARE Act into sub-files

For my second attempt at the SOFTWARE Act I tried breaking it up into multiple bills, but my original language is still in just a single text file; I should make a new subdirectory for separate text files for each of the sub-bills, as well as all of the PDFs of how they were actually drafted...
