Serve the JSON file with correct MIME type set from the backend store OR redirect if the backend can serve with MIME type set.

We need a LRU key value store to put package Simple HTML into.

Proposed flows to support:

• On bandersnatch mirror update, generate main /simple/index.html
• On package access:
  • check cache for a version valid for current serial
    • if there pull from cache
    • Otherwise update package specific HTML + update cache
  • Serve HTML

Actually links will depend on storage used for blobs. Examples:

• filesystem
• S3
• Swift

I envision with S3 / Switch we'd use a CDN / service HTTP to redirect to for download of the blob (sdist or wheel).

Implement the ability for this webserver to actually serve the file or redirect to a CDN / another URL if someone puts in the PyPI.org equivalent.

Based on as many bandersnatch libraries as we can today.

Write abstracted so we can leverage bandersnatch storage / html libraries.

S3 and swift would generate HTML to link to packages stored directly on those systems / a CDN.
