[Task] Deprecate and remove

This repo forms an OCI base for https://github.com/cryostatio/cryostat , and was intended to be a reusable base image across multiple subprojects/components. It has been some time and no apparent second use-case for this base image has appeared, and it doesn't seem that any will appear in the future, so perhaps it's best to close this project and "inline" its Containerfile base image build into the main repo, either as a separate build prereq step or as some jib plugin config.
