Remove rest of Roadflaws

Good portions of cugos_org site appear to be copy-pasted from Roadflaws. Best we remove what we don't use to avoid cruft and confusion for new contributors.

Startup documentation

Step by step howto to begin development on cugos_org for new contributors.

install necessary modules
syncdb and south migrations
modification of settings.py for local testing
