Do low-fidelity digital prototype 1 - City Model

During the first paper prototype meeting, we noticed that it would be very easy to just develop a low-fidelity digital prototype (text-based/python), which would make playtesting much easier (python rolls the dice, etc.), and perhaps would make adding certain features easier (such as different types of forecasts, disaster dependence on previous disasters, different types of disasters, ...).
We are also not required to necessarily have a paper prototype - a low fidelity digital prototype is sufficient.

Do low-fidelity prototype 2 - Unit Model

Opening this issue to track progress on prototype 2.
It may or may not be easier to do a digital prototype, rather than a paper prototype - a hybrid might also be easier, so we may or may not have commits associated with this issue.
Close it when we have a complete prototype.

Keep HLDD up to date

As the professors described in class: our HLDD will probably change as we develop more of the game.
Just keep this open, and comment on it with whatever changes you make until we submit a final version - this should be the last issue we close, marking the end of the project.
