Create command allowing to edit the branching model options and update the clone_settings command to allow cloning of the branching model

when trying to update restrictions and one of the existing users doesn't have an account anymore, the update request fails with a bad request. The tool must provide a way to clean thoses dead accounts and prevent this error.

Create new command to allow edition of the pull request settings. Check what's currently implemented under the clone_settings_command that support cloning of the pull request settings

Find why & fix

Add command allowing to set branch restrictions and edit users on them.

Autocomplete currently provide full list of projects / repositories whatever you already entered.
Would be cool if you already specified --project to only show auto completions for --repositories that are effectively in this project. And same if you already entered a repo, to list only the available projects.
