Tooltips about sexmap

I think I thought there were tooltips on the line charts, but I guess there never were (and there don't need to be)

If we have time I can cook up some shapefiles with center points. They work pretty well right now so it's not totally necessary.

Do you want the centerpoints shapefile?

I think it would be an improvement, but since I've never worked with these, I'm not sure if I can implement it in reasonable time. What do you think?

I think we're good without them, the only issue with the tooltips right now is that they'll cover a small country you mouse over, e.g. Lesotho

fixed the offset and center aligned the text for when it hits the edge of the page. Also updated to make the tooltip use qzname instead of name
