I found the problem, the DX8 docs seems to be wrong and a particular lighting effect should work like in D3D9.
Anyway, I fixed it, it'll be included in the next (WIP) version.

How do you run the map editor? When I create a new map, it jut crashes right away, independently on dgVoodoo.

Hmm... what version of the game have you installed? Is it patched to v1.2?
The root directory of the game should look like this:

You can try to install the game from GOG's Blitzkrieg Anthology (can be easily found on torrents too) - I've just checked it, map editor works fine there.

I'll give a link here to the next WIP version when I release one, just to make sure if it's indeed completely fixed.

All I did was reproduced the issue by loading an available map (Italy.bzm if I remember correctly) where some tanks had blue overlay by default. I assume that fixing that particular problem implies fixing all.
