Install the solution it by running the setup file in \Setup1\Debug\Setup1.msi.

Install issue

The .NET Core Runtime 3.1.0 x64 installs correctly, but returning to \Setup1\Debug\Setup1.msi. and running this as administrator, results in the same request to install Runtime.
