The only thing this module should be doing is managing connected clients and sending them pulsar packets that look like:

This modules should just accept pulsar packets (JSON objects) and broadcast them to clients. Maybe it should handle the serving of pulsar.js for a little while but that should be removed too eventually.

Other notes:

• Params should be encompassed in a sub-object.
• Since everything is getting separated in to their own modules, it may be necessary to broadcast the API version.
• When drawings become their own modules, pulsar packets should be generated by their own modules

You should be able to

• Give the transmitter a pulse emitter, or
• Give the transmitter to a bunch of different input things

I don't know which is better, but it isn't in a state to do either things right now.
