Yes.
Systems Engineering owns this doc and it is propagated to us via DESI-0347. I'll ask them to update the comment for the next release of DESI-0347, but I don't think it is worth asking them to cut a new revision just to correct the comment.
If you want to correct this in svn, ok, but correct both the comment and leave a comment at the top explaining why this isn't identical to what is in DESI-03476.
