[Feature Request] Let Ctrl + Up/Down scroll the page, and Ctrl + Shift + Up/Down change the letter case about kitscenarist

Hello. Can you share your use cases where you use scrolling line by line with these shortcuts?

Hi! Sure:
When I'm writing and I reach the bottom of the page/screen, I use Ctrl + Down to scroll down/slide the document up without taking my hands off the keyboard, and without changing the position of the blinking cursor, so I can continue writing from there.
