root cause: DMTF/libspdm#205
it will cause false assertion when there is no CAP parameter based on the latest libspdm:

Verified at the commit 1b128b3
Now there is no ASSERT when running 'spdm_responder_emu.exe --cap CACHE'.
Suggest to close this issue.
