I have no clue to be honest :( It might be some bug in Duo that disables RDP for some reason, but its much more strange that VNC also stopped working, because that one does not depend on the Guest OS at all.
So even on a non-booting machine the VNC can normally always be used for troubleshooting, because the VNC server is build-in QEMU and not running inside Windows.
So my only suggestion (if you dont have a backup of data.img) would be to perform a clean install again.
