Add English translation

The tool works very well, but having to figure out the UI and the documentation in Chinese isn't the best

你好，我是用了Twinkle Tray，点了那个关闭屏幕，然后便携屏幕黑了，连结数据线有显示，但就是屏幕是黑的。然后下载了上面那个，但是python双击monitor_ctrl就直接闪退了。我是win11电脑。这怎么办啊！

建议支持双屏同时/分别调节

现在双屏还是挺普遍的，我碰到一个情况，同一型号的显示器，就只能识别一台
见过一些同类软件做成显示2个调节面板，可以同时调节
