How do I use this?

Eagle to SVG converter for .brd file

Hi, my name is Rick
I have been searching for a file that would do as this one indicates, but I can't figure out how to make it work? I downloaded it and there is no .exe file. I guess it installs into Eagle but where and which files? There is usually a guide to let you know how to use it but I didn't see one for this software.
Could some one please tell me how to set it up? I have designed a board in Eagle Cad and want to draw it on a copper clad board and etch it. I built a cnc-plotter and it's working fine I just need to convert my files to SVG and import them to Inkscape to generate a GCode file.
