Allow for access to specific schedule line numbers

Right now, attempting to access a specific line number, such as SB23 or SA11, causes an error because partials are named based on the schedule (such as _sb_table or _sa_table).

Comparinator col_a_total_receipts_period returns value for col_a_total_disbursements

Apologies, this looks to be a problem in Fech.

Handle null disbursement_total values on F3s

The spending field for ActBlue, for example, appears as a path to its schedule B, rather than 0 or blank. disbursement_total is null in the API response. Itemizer should likely have a blank. (Receipts and spending should likely be handled the same way; right now, receipts shows 0.)

Support H4 transactions if present

This would require expanding the display on the index page.

Add page for committee

With links to filings from the API.

Add RSS feed for filings
