Convert to V2 of the Earthling deployment pipeline

The HipChat deployment bot was deprecated last fall. Convert this project to use V2 of the Earthling deployment pipeline.

  • Add a gitlab-ci.yml file with deployment configuration and rancher commands
  • Update the gitlab deployment project
  • Update the README with revised instructions
  • Push a new release through to production

Oculus Go support

The current version of the election VR app does not support the Oculus Go. AFrame has added support in v0.9. Upgrade AFrame and fix any issues to get it working properly.
