Add github workflow for sbom generation

In order to provide an up-to-date Software Bill of Materials (SBOM), it would be great to add its generation to a GitHub workflow. It probably should run on every release and attach the generated SBOMs to the list of artifacts of that release.

To generate the SBOM, cdxgen can be used.

Automatic IP Team review requests

This is a continuation of #7.

In order to automatically trigger an IP Due Diligence Process on a library that needs further review (identified by the Eclipse Dash tool), a GitHub workflow should be run on every push/pull and integrate Eclipse Dash to automatically submit review requests according to:
