Migrate VirtualBox VM's to docker (?)

The above PR fixed the fact that HARK tools would break on a machine without a GUI, which allows us to use docker containers or cloud computing resources easily.

For teaching purposes, I have put a good bit of work into constructing a 'minimal working' VirtualBox VM, and have found that indispensable when I want students to follow along with me in class. (Just asking them to install HARK and its dependencies on their own machine's native OS causes endless bogging down because of different configurations of machines).

But now that @MridulS has developed his "replicate" and "configurator" tools using Docker containers, we have a couple of different "minimal" virtual environments.

My sense is that probably we should consolidate these two tracks into one, in which we have a rather bloated docker image that contains everything (including the GUI) needed to replace my clunky VM's for teaching purposes. I could even imagine a scenario where a student does not have a machine on which they can install docker, and we could host them on a completely cloud-run service. Then all they would need would be the ability to screenshare the gui of the docker image running on AWS, and they have a standardized machine that is identical to everyone else's.

This is a longer-run ambition, not something we need to work on in the immediate future; I wanted to post it here just because I was reminded of it when I came across the merged PR linked above.

It seems the docker command on windows that works is the following

docker run -v ${pwd}:/home/jovyan/work -p 8888:8888 econark/econ-ark-notebook

The one on the documentation does not work on windows.

Broken link

In README.md, the link on "like this", in the line:

"Eventually, you should see a window like this which is your XUBUNTARK VM running."

results in a page refresh, rather than showing the example.
