I have no idea or understanding of why Microsoft would create a proprietary format for this - given that there are so many image formats out there and they are all pretty wonderful and almost everyone on the web has a clue what they are and the tools to work with them.
Of course given their Windows 10 UBreakItDate .. maybe it follows the logic ..

Hi, I just wonder, it is possible to instead of decompressing, compress an image?
microsoft seems to be put a lot of effort on use jpeg 80% quality in all of their implementations on windows, user account picture, desktop wallpaper, etc.
