Solve last entry page

To Reproduce
Steps to reproduce the behavior:

1. Go to live.
2. Click on "En Güncel Torpil"
3. See the entry.
4. Go and create new entry.
5. Go to step 2, and see the same entry again.

Expected behavior
We expect to have last added entry, however, it is the first one.

Vote Check via IP is not working!

Describe the bug
Vote Check via IP is not working!

Expected behavior
One may expect to not vote again after posting a vote.

Additional context
We can us a cookie to see if people is voted or not.

Error Check in Entry Page

Database saves entries showing times directly in particular localization

Is your feature request related to a problem? Please describe.
It is a problem of saving the entry's addition date as a string field in the database. It is a easy-fix for the problem of showing date on the cards. It should be fixed to change localization in just one process.

Cannot vote if you voted previous month

Describe the bug
Voting for the next month is not possible due to the old cookie.

To Reproduce

1. Go to the live,
2. Click on "Oyla"
3. See error

Expected behavior
We would expect not to see the error saying "You cannot vote since you've already voted."
