Can't confirm on my system. It's behave pretty much the same here. I also use the same code for both scroll actions. So dunno how to fix.

It happens here with the mouse scroll as well. If I set to the minimum and scrolling twice, only when I'm scrolling over the scale I can hear something.

I can confirm a big scroll speed difference in the Popup between the icon and the Gtk.Scale. I added some logging and it seems like scroll_event is triggered a lot more on the Scale for some reason.

To be sure I even disabled the scroll forwarding but that didn't change anything.

(Using touchpad btw)

Looks like when scrolling over the Gtk.Scale only direction Gdk.ScrollDirection.SMOOTH is set.
