and probably applies to some commands on windows too

• should use shlex to join and split command in some places instead of string join and split
• should use subprocess.Popen(cmd) where cmd is a sequence of program arguments (list) instead of os.system or os.popen

(I fixed this in my other program, https://github.com/elesiuta/elfs)

I have no intention of fixing or maintaining pyxargs anymore since I don't think anyone else really uses it and it doesn't solve any problems that aren't better solved with the xonsh shell.
