Question: how is auto scaling supposed to work?

There isn't much information about what is needed to get a server to spin back up. Is that just not implemented? From looking around, it seems like the server is just set up to scale down in the case of no activity, but there is no mechanism put in place for scaling back up other than going to the aws console.

Am I missing something here? If not, would you mind me trying to get that working? It's a really attractive feature when it comes to cost savings, and I've seen some other people set it up to work by having a website you could go to to tell it to start back up.
