If a ticket is raised to remove from budget but user has jobs in the queue either running or pending then the ticket cannot be processed.
It will either sit waiting till no more jobs in the queue or else need to get systems to terminate the jobs.

Need to make this clearer in the docs

A subgroup often only has budget and not quota.

Only once quota is allocated

Are the subgroup directories created:

/work/e05/e05-gc-day
/work/e05/e05-gc-day/shared
/work/e05/e05-gc-day/ (for every user in the group)

Also note that if they copy files from their usual directories they will keep the original ownership (creating new files in a directory that has the correct ownership should be fine). To fix the ownership on copied files/directories, they would need to do:

chown -R $USER:e05-gc-day /work/e05/e05-gc-day/blah/blah/blah
