Figure out how to hide the menu-item from editors not in WebAdmin/Administrator groups

timeout: 60000 is fixed

This is timing out regardless of the settings in Web.config and fixing the package content is not really the best option.

(And btw it takes quite some time to find that this is actual problem.)

Many content creators and publishers don't have access to admin mode. They can be members of "Global Publishers", "News Content Writers" or "News Publishers" but not "WebAdmins".

Import/Export should be available to those with Publish access rights regardless of user roles.
