brew install rocksdb
installed cleanly. I did install gcc 8 first, but the installation output didn't show any builds happening on my local machine, it just unpacked. I would guess the maintainers of the build prebuilt things correctly for OSX.

I get the exact same error message, and was indeed able to install everything by simply running brew install rocksdb
I'll open a PR to remove the out of date documentation
from rocksdb.
It looks like the Brew formula has been updated (https://github.com/Homebrew/homebrew-core/blob/master/Formula/r/rocksdb.rb). At a quick glance I think it might just be enough to install XCode and XCode command line tools, and then run brew install rocksdb
.
