Create GitHub actions workflows for:

• Run test on Pull Requests
• Build and push docker image on master commits

The outbox pattern is useful when we need exactly once semantics between a database and the message broker.

This can be implemented in klone with JDBC source. The outbox table will require a monotonically increasing offset, which will be committed destination side.
