Print current and latest available version to log

Change download tracking mechanism
- Save mapping torrent_hash:chat_id_list to json storage (https://www.npmjs.com/package/lowdb).
- Transmission callback will save to a separate directory a file with torrent_hash name.
- Bot will poll this directory. Once file appears, it gets corresponding list of chat_ids (from json storage) and sends notifications to all the chats.
This will fix the issues:
