This is because the keywords field is not defined in biblatex. Do we have a definition of biblatex where this is defined? And what type of a field should it be defined as? it looks like a "key list" or a "literal list" to me. However, in the biblatex definition, literal lists use the " and " delimiter. This one seems to use a comma instead. We can of course add a new list type that uses commas, but it would be good if we could get a clear definition for that field from some place.

keywords is in the biblatex manual:

keywords field (separated values): A separated list of keywords. These keywords are intended for the bibliography filters (see §§ 3.7.2 and 3.12.4), they are usually not printed. Note that with the default separator (comma), spaces around the separator are ignored.
