dist-tag is distributed as a hybrid cjs-esm package, but the dist-tag executable is only distributed as a cjs module.

a second executable should be provided to allow easier access to the esm-compatible cli:

How does this tie into our current product?

as mentioned above, dist-tag is distributed as a hybrid cjs-esm package. this feature not only fits in with project goals, but improves ux as well.
