Update Cecil about fody

I had to write this at some point, so there was definitely a custom [Obsolete] added in there. It doesn't seem like it's still there today though, but that may be unintentional.

we cant submodule cecil. since i was never able to get this change into cecil

so fody is running a custom build of cecil. I will update cecil.dll

oh and we have a custom StrongNameKeyPair

@SimonCropp of course we would submodule https://github.com/Fody/cecil and use the fody3 branch
