WB TabBar: Scrolling between tabs loads every WB about freecad

Don't think it's in doubt, but I can replicate this behavior.

This issue existed back when I used the TabBar addon, before this feature was merged. Because of it, I've never pinned enough workbenches to necessitate scrolling. If this is solved, it would save quite a bit of headache using this (otherwise very convenient) feature.

The best thing I can do is to disable the scroll wheel support as I don't see any way of simply scrolling the tabbar because Qt does not expose me anything. I'd have basically to reimplement the whole widget which won't be possible until 1.0.
