One of my customers had the following line in their _Layout.cshtml:
<meta http-equiv="X-UA-Compatible" content="IE=9">

This was triggering the compatibility mode check as the TrueVersion was 11 and the ActingVersion was running at 9.

This wasn't needed in my instance so I just removed it. But thought I'd log this so that others are aware.

I tested my site using IE 11 in Compatibility Mode (Edge). the Compatibility Mode returns false

You should be able to do something like this:

if (IE.TrueVersion < 9 && ('spellcheck' in document.createElement('textarea')) {
    // enterprise mode is on!
}

Browser is IE11. Domain being accessed is in Compatibility View list. ie-truth is correctly detecting IE11, but indicates CompatibilityMode: false. When I open the page in the IE developer console, IE even tells me the current domain is in Compatibility View.
