How can I start offering foolproof means of embedding text in 3rd pages pages that is pulled from a file in GitHub?

Criteria

• Code delivered to the webmaster should not require local dependencies (e.g., not asking them to install X in order for the snippet to work)
• Not an iframe

RSS?

Could this be accomplished with RSS? Set up the site so that it shows the most recent RSS item and then set up a way to post to an RSS feed through GitHub? This solution might not be much better than iframes... but it would be helpful to hear why and get more requirements for what you're looking for... :)
