Another place to look

There's a new google group -- opengovjobs -- which is focused on job postings inside and outside government that relate to open government. It may be worth exploring to see whether this is a good place to post announcements and also pull in info for github.

I've been building a bunch of scrapers for open gov non-profits to turn their announcements into an RSS feed that I can then monitor. There's probably a better way to do it.

  1. Digital Engagement-Listening - GS 1035-11/12

    The incumbent is charged with effectively listening through social media channels to provide improved situational awareness during disasters, result in better messaging from ESF 15 during crises, and increase information sharing among FEMA its disaster response partners.

MAJOR DUTIES AND RESPONSIBILITIES

Emergency Management Social Media Monitoring

Lead daily monitoring of social media traffic related to ongoing or new disasters. Identify survivors’ use of digital communication tools during and after disasters to increase situational awareness within ESF 15, Office of Response and Recovery, and open Joint Field Offices. Create regular social media monitoring reports to inform better decision making within ESF 15 and federal disaster response officials. Act as ESF 15 lead for social media monitoring and analysis during activation and operation of the National Response Coordination Center. Share information gathered from social media sources with other Emergency Support Functions to improve service to disaster survivors.

Collaborate with open Joint Field Offices, Regional Response Coordination Centers, the National Response Coordination Center, and disaster response partners to identify needs of those impacted by disasters and develop a more complete picture of disaster events on the ground through social media monitoring efforts. Examine feedback from disaster survivors through social media and share with relevant FEMA office or disaster response partner.

Develop and share best practices for monitoring publicly available social media data to enhance disaster response messaging from ESF 15 and partner organizations. Identify social media monitoring best practices from around the industry and apply them to improve FEMA’s social media monitoring efforts within ESF 15, Regional Response Coordination Centers, and the National Response Coordination Center.

Training

Create disaster related job aides for Digital Communication Specialists deployed to the field related to effective social media monitoring. Collaborate with staff in FEMA RRCCs and the NRCC to develop similar job aides to accomplish Office of Response and Recovery objectives.

Train field staff (Digital Communication Specialists, ESF 15 staff, and staff from Regional Response Coordination Centers and the National Response Coordination Center) on policies, procedures, and best practices related to social media monitoring for disasters. Create training courses or exercises related to effective social media monitoring.

Social Media Planning and Evaluation

Research, evaluate and pilot implementation of new and emerging technologies to improve disaster specific/JFO operations and assist response and recovery efforts through better social media monitoring.

(2) Digital Engagement-Mobile Platforms

GS 1035-9/11/12

The incumbent is charged with the effective use of mobile applications, services, and websites to interact with and provide updates from the agency regarding its disaster response activity.

MAJOR DUTIES AND RESPONSIBILITIES

Mobile Platforms Development and Implementation

Lead product enhancements for disaster-related mobile platforms, including: m.fema.gov, text messages, smartphone app, and any new products or services.

Develop content for mobile platforms during and after disasters. Contribute to editorial calendar coordinated by the Digital Engagement team at headquarters, regional offices, and Joint Field Offices.

Collaborate with other ESF 15 partners’ agencies and organizations in developing mobile applications, websites, and services to serve those impacted by disasters. Work closely with FEMA Innovation Team in sharing and gathering industry best practices and lessons learned to streamline mobile development work by disaster response organizations.

Emergency Management Mobile Platforms Development

Develop competency to update all digital engagement channels as needed during disasters, including fema.gov, disaster-specific web pages, social networks, and mobile products.

Research and Evaluation

Regularly analyze statistics and metrics related to mobile products to gauge the effectiveness of FEMA’s outreach to those impacted by disasters. Create reports of mobile product activity for senior External Affairs leadership at headquarters, regional offices, and in Joint Field Offices, as needed.

Collaborate with internal and external partners to identify and implement new mobile outreach opportunities to serve disaster survivors. Examine academic and private sector best practices and actively network with ESF 15 partner agencies and organizations to determine disaster-related online tools to better reach disaster survivors.

(3) Digital Engagement-Web Content

GS 1035-09/11

The incumbent is charged with developing, implementing and evaluating digital communication plans and tools that contribute to improving FEMA communications operations and objectives through the effective use web tools and platforms.

MAJOR DUTIES AND RESPONSIBILITIES

Digital Communications Program Planning

Performs work related to public affairs activities such as developing digital strategic communications plans and coordinating agency messages, especially through the use of online channels.

Implement web communications tools into disaster operations at Joint Field Offices, Regional Response Coordination Centers, and the National Response Coordination Center. The incumbent also collaborate with ESF 15 staff, or those from other Emergency Support Functions, to assist disaster response and recovery operations.

Responsible for developing content for disaster-specific web pages and other pages that support disaster survivors, including: recovery offices on disaster recovery centers, mass care, and housing portals. Utilize web channels to deliver timely safety information before, during, and after emergencies.

Digital Engagement Program Implementation

Collaborate with internal and external partners to identify and implement new digital engagement outreach opportunities to serve disaster survivors. Collaborate with Open FEMA data team to utilize web channels to better serve emergency response partners and disaster survivors. Work as a liaison to FEMA’s Geospatial Information team to leverage new opportunities and disaster-relevant projects.

Evaluate portfolio of existing digital engagement efforts and to ensure optimal use to serve those impacted by disasters. Provide continual recommendations for improved outreach through existing digital communication channels to disaster survivors. Examine academic and private sector best practices and actively network with ESF 15 partner agencies and organizations to determine disaster-related online tools to better reach disaster survivors.

Working with other Digital Engagement team members, provide guidance to Regional and Reservist Digital Communication Specialists on content development and disaster outreach.

The incumbent is charged with leading efforts to reach those with limited English proficiency impacted by disasters through digital channels and stay current as new trends and tools emerge.

MAJOR DUTIES AND RESPONSIBILITIES

Planning, Implementation and Evaluation Multilingual Digital Engagement

Implement multi-lingual digital engagement channels into disaster operations at Joint Field Offices, Regional Response Coordination Centers, and the National Response Coordination Center. Collaborate with ESF 15 staff, or those from other Emergency Support Functions to assist disaster response and recovery operations.

Develop content for any disaster-related, multi-lingual social media channels. Collaborate with ESF 15 to engage disaster survivors through new digital communication outreach opportunities. Utilize social media channels to deliver timely safety information before, during, and after emergencies to those with limited English proficiency.

Evaluate portfolio of existing digital communication efforts and to ensure optimal use to serve those with a limited English proficiency impacted by disasters. Provide continual recommendations for improved outreach through existing digital communication channels to disaster survivors.

Development Spanish Materials/Materials Targeted to the Hispanic/Latino Audience

Provides advice on outreach strategies to Spanish speaking audiences as programs develop communication plans. Recommends approaches, specific topics or aspects to be emphasized, and the most effective vehicle(s) to use for intended audience.

Develops and writes informational materials designed to reach selected national audiences through digital media with an emphasis on Spanish language digital media.

Data Analysis

Regularly analyze digital engagement statistics and metrics to gauge the effectiveness of FEMA’s multi-lingual outreach to those impacted by disasters. Create reports of digital engagement activity for senior External Affairs leadership at headquarters, regional offices, and in Joint Field Offices, as needed.

Training Tools Development

Develop and refine job aids for disaster related Digital Communication Specialist responsibilities, specifically related to social media messaging and monitoring. Capture emerging industry best practices to engage disaster survivors and disseminate to Digital Communication Specialists within FEMA.

(5) Digital Engagement-Programmer

GS 1035-09/11

The incumbent is charged with enhancing functionality of the agency’s existing and new digital engagement channels to better reach those impacted by a disaster or emergency.

MAJOR DUTIES AND RESPONSIBILITIES

Design and Programming

Lead disaster-related product enhancements for disaster-related mobile platforms, including: m.fema.gov, text messages, smartphone app, and any new products or services.

Lead coding efforts to enhance web based platforms and products (e.g.: m.fema.gov: improving the Disaster Recovery Center locator & the housing portal search and display, adding the ability to search for shelters, pet shelters, etc.).

Lead coding and enhancements for the FEMA smartphone app (e.g. search for pet shelters, housing options, integrating FEMA’s social media accounts, and other data/content relevant for disaster survivors). Test and implement measures to ensure availability of FEMA smartphone app on multiple operating systems.

Act as the coding and technical liaison for enhancements to FEMA’s text message platform. Implement increased functionality and platform improvements to provide more data and information to those impacted by disasters.

Testing

Test and implement measures to ensure compatibility and accessibility between multiple digital engagement channels to include: social media accounts, fema.gov, m.fema.gov, text messages, smartphone application, and other disaster related web and/or mobile platforms.

Digital Media Research and Planning

Collaborate with internal and external partners to identify and implement new web and mobile opportunities to serve disaster survivors. Examine academic and private sector best practices and actively network with ESF 15 partner agencies and organizations to determine disaster-related online tools to better reach disaster survivors.

(6) Social Content

GS 1035-09/11/12

The incumbent is charged with developing, implementing and evaluating digital communication plans and tools that contribute to improving FEMA communications operations and objectives through the effective use of media monitoring.

MAJOR DUTIES AND RESPONSIBILITIES

(7) Digital Engagement-Training & Development Specialist

GS 1035-11/12/13

The incumbent is charged with delivering standardized, disaster-focused training for Digital Communication Specialists in the field, at FEMA Regional Offices, and at FEMA HQ. In addition to training Digital Communication Specialists in the FEMA Qualification System, the incumbent creates and implement any training for other divisions within ESF-15 who may use the Internet to engage with disaster survivors.

MAJOR DUTIES AND RESPONSIBILITIES

Planning, Implementation and Evaluation of Digital Communications Training

Execute disaster specific digital communication training associated with ESF 15 operations and the agency’s disaster response and recovery activities. Provide mentoring, training and capacity building to digital communication specialists and ESF 15 employees in Joint Field Offices and Regional Response Coordination Centers to facilitate execution of robust digital communications within JFO operations.

Ensure development of a robust, adequately staffed national cadre of Digital Communication Specialists qualified in the FEMA Qualification System that will continue to meet the growing role of digital communication in disaster situations.

Advance the implementation and manage ongoing maintenance required for existing disaster-related digital communication training courses (i.e., The digital communication portion of the existing ESF 15 overview course at the Emergency Management Institute) that support disaster public information strategies to reach disaster survivors, impacted communities and agency stakeholders.

Research, evaluate and pilot implementation of new training courses and teaching methods (i.e. simulations, exercises) to raise the competency of Digital Communication Specialists and ESF 15 staff related to disaster operations.

Internal Communications

Raise awareness of the growing role of digital communication within disaster specific/JFO operations through presentations and training to staff in Joint Field Offices, Regional Response Coordination Centers, and the National Response Coordination Center. Improve service to disaster survivors and optimize ESF 15 operations by facilitating increased understanding of the role of digital communication in disaster situations.

Expand, evaluate and support the use of social media with FEMA regions and JFOs through mentoring, training, and best practice development with field digital communication specialists, both in advance as well as during deployments/operations. Coordinate and share best practices with emergency management partners to improve communications and/or improve service to disaster survivors.

Training Tools Development

Develop and refine job aids for disaster related Digital Communication Specialist responsibilities, specifically related to social media messaging and monitoring. Capture emerging industry best practices to engage disaster survivors and disseminate to Digital Communication Specialists within FEMA.

(8) Digital Engagement-Web Designer

GS 1035-09/11

The incumbent is charged with creating visually appealing digital products and websites as an important part of telling FEMA’s story, communicating critical safety and recovery information, and quickly impacting people who may be in the midst of an emergency.

MAJOR DUTIES AND RESPONSIBILITIES

Web Design

Lead user interface enhancements to disaster-related digital products, including: fema.gov, m.fema.gov, smartphone app, and social media accounts.

Create infographics and other disaster-related graphics, both for web and print publication. Collaborate with all ESF 15 divisions in designing user-friendly, visually appealing products that align with communication and outreach goals of ESF 15.

Digital Engagement Program Planning

Identify and implement new digital engagement opportunities for visual products to serve disaster survivors. Collaborate with all areas of ESF 15, including partner agencies and organizations, to utilize visual products and platforms to better serve those impacted by disasters.

Data Analysis

Regularly analyze statistics and metrics related to visual products to gauge the effectiveness of FEMA’s outreach to those impacted by disasters. Create reports of effectiveness for senior External Affairs leadership at headquarters, regional offices, and in Joint Field Offices, as needed.

Training

Train and provide guidance to reservists deployed as graphic designers. Ensure visual products and platforms are being integrated into JFO communication objectives and deliverables.

(9) Digital Engagement-Writer

GS 1035-09/11

The incumbent is charged with developing, implementing and evaluating written communications to accurately communicate the role of FEMA and other emergency management partners to those impacted by disasters.

MAJOR DUTIES AND RESPONSIBILITIES

Develop Disaster-Related Digital Communications Products

Create disaster-related online updates, stories, articles, and blog posts. Align messaging with External Affairs priorities while developing products consistent with content on fema.gov, m.fema.gov, and FEMA’s social networking channels. Pursue creative content ideas through the use of photos, videos, and stories from emergency management practitioners at all levels and those impacted by disasters.

Compose daily summaries of digital communication activity prior to a Joint Field Office being established in the impacted state. Share reports with HQ, Regional, and ESF 15 leadership, as well as external partners as needed.

Collaborate with writers in Joint Field Office Products & Planning division, and in Regional offices as needed, to produce disaster-related content and stories. Create results-oriented communication campaigns on disaster response operations to maximize the impact of FEMA’s written products during and after disasters.

Digital Engagement Program Planning and Evaluation

Assist in managing editorial calendar for disaster-related web content, along with Digital Engagement team. Coordinate with editorial calendars and communication summaries being used by any open Joint Field Offices to advise on the appropriate digital products and outreach to the impacted communities.

Working with Digital Engagement specialists at headquarters and regional offices, provide guidance and training to new/existing Reservists in Products and Planning. Develop short and long term written projects related to FEMA’s role before, during, and after disasters.

Data Analysis

Regularly analyze statistics and metrics for FEMA’s digital engagement efforts, specifically related to online articles, blog posts, and other disaster-related updates on FEMA’s channels. Improve strategy and execution of written products based on analysis of statistics and metrics.

Collaborate with internal and external partners to identify and implement new digital engagement outreach opportunities for written products to serve disaster survivors. Provide continual recommendations for improved outreach through existing digital communication channels.
