The incumbent is charged with effectively listening through social media channels to provide improved situational awareness during disasters, result in better messaging from ESF 15 during crises, and increase information sharing among FEMA its disaster response partners.
MAJOR DUTIES AND RESPONSIBILITIES
Emergency Management Social Media Monitoring
Lead daily monitoring of social media traffic related to ongoing or new disasters. Identify survivors’ use of digital communication tools during and after disasters to increase situational awareness within ESF 15, Office of Response and Recovery, and open Joint Field Offices. Create regular social media monitoring reports to inform better decision making within ESF 15 and federal disaster response officials. Act as ESF 15 lead for social media monitoring and analysis during activation and operation of the National Response Coordination Center. Share information gathered from social media sources with other Emergency Support Functions to improve service to disaster survivors.
Collaborate with open Joint Field Offices, Regional Response Coordination Centers, the National Response Coordination Center, and disaster response partners to identify needs of those impacted by disasters and develop a more complete picture of disaster events on the ground through social media monitoring efforts. Examine feedback from disaster survivors through social media and share with relevant FEMA office or disaster response partner.
Develop and share best practices for monitoring publicly available social media data to enhance disaster response messaging from ESF 15 and partner organizations. Identify social media monitoring best practices from around the industry and apply them to improve FEMA’s social media monitoring efforts within ESF 15, Regional Response Coordination Centers, and the National Response Coordination Center.
Training
Create disaster related job aides for Digital Communication Specialists deployed to the field related to effective social media monitoring. Collaborate with staff in FEMA RRCCs and the NRCC to develop similar job aides to accomplish Office of Response and Recovery objectives.
Train field staff (Digital Communication Specialists, ESF 15 staff, and staff from Regional Response Coordination Centers and the National Response Coordination Center) on policies, procedures, and best practices related to social media monitoring for disasters. Create training courses or exercises related to effective social media monitoring.

Research, evaluate and pilot implementation of new and emerging technologies to improve disaster specific/JFO operations and assist response and recovery efforts through better social media monitoring.

Performs work related to public affairs activities such as developing digital strategic communications plans and coordinating agency messages, especially through the use of online channels.
Implement web communications tools into disaster operations at Joint Field Offices, Regional Response Coordination Centers, and the National Response Coordination Center. The incumbent also collaborate with ESF 15 staff, or those from other Emergency Support Functions, to assist disaster response and recovery operations.

MAJOR DUTIES AND RESPONSIBILITIES
Design and Programming
Lead disaster-related product enhancements for disaster-related mobile platforms, including: m.fema.gov, text messages, smartphone app, and any new products or services.
Lead coding efforts to enhance web based platforms and products (e.g.: m.fema.gov: improving the Disaster Recovery Center locator & the housing portal search and display, adding the ability to search for shelters, pet shelters, etc.).
Lead coding and enhancements for the FEMA smartphone app (e.g. search for pet shelters, housing options, integrating FEMA’s social media accounts, and other data/content relevant for disaster survivors). Test and implement measures to ensure availability of FEMA smartphone app on multiple operating systems.

The incumbent is charged with delivering standardized, disaster-focused training for Digital Communication Specialists in the field, at FEMA Regional Offices, and at FEMA HQ. In addition to training Digital Communication Specialists in the FEMA Qualification System, the incumbent creates and implement any training for other divisions within ESF-15 who may use the Internet to engage with disaster survivors.
MAJOR DUTIES AND RESPONSIBILITIES
Planning, Implementation and Evaluation of Digital Communications Training
Execute disaster specific digital communication training associated with ESF 15 operations and the agency’s disaster response and recovery activities. Provide mentoring, training and capacity building to digital communication specialists and ESF 15 employees in Joint Field Offices and Regional Response Coordination Centers to facilitate execution of robust digital communications within JFO operations.
Ensure development of a robust, adequately staffed national cadre of Digital Communication Specialists qualified in the FEMA Qualification System that will continue to meet the growing role of digital communication in disaster situations.
Advance the implementation and manage ongoing maintenance required for existing disaster-related digital communication training courses (i.e., The digital communication portion of the existing ESF 15 overview course at the Emergency Management Institute) that support disaster public information strategies to reach disaster survivors, impacted communities and agency stakeholders.

Lead user interface enhancements to disaster-related digital products, including: fema.gov, m.fema.gov, smartphone app, and social media accounts.
Create infographics and other disaster-related graphics, both for web and print publication. Collaborate with all ESF 15 divisions in designing user-friendly, visually appealing products that align with communication and outreach goals of ESF 15.

MAJOR DUTIES AND RESPONSIBILITIES
Develop Disaster-Related Digital Communications Products
Create disaster-related online updates, stories, articles, and blog posts. Align messaging with External Affairs priorities while developing products consistent with content on fema.gov, m.fema.gov, and FEMA’s social networking channels. Pursue creative content ideas through the use of photos, videos, and stories from emergency management practitioners at all levels and those impacted by disasters.
Compose daily summaries of digital communication activity prior to a Joint Field Office being established in the impacted state. Share reports with HQ, Regional, and ESF 15 leadership, as well as external partners as needed.
Collaborate with writers in Joint Field Office Products & Planning division, and in Regional offices as needed, to produce disaster-related content and stories. Create results-oriented communication campaigns on disaster response operations to maximize the impact of FEMA’s written products during and after disasters.
